The Administration Department includes the Town Manager, Town Clerk, and Deputy Town Clerk. The Town of Holly Ridge was incorporated in 1941 and is a Council - Manager form of government. 

Town Manager
The Town Manager is the chief administrator of the Town and shall be responsible to the Town Council for administering all municipal affairs. This includes directing and supervising the administration of all departments, offices, and agencies of the Town. The Town Manager is also the Budget Officer and is responsible for preparing and submitting the annual budget to the Town Council yearly.

Town Clerk
The Town Clerk is essentially the keeper of the records and the liaison between the citizens and Town Council. The Town Clerk gives notice of the meetings of the Governing Board, prepares the official Minutes of all meetings of the Governing Board and all other duties as requested by the Town Council or as required by Statue.
